CONSTITUTION AND BYLAWS
MARION COUNTY BEEKEEPERS ASSOCIATION

ARTICLE I
Section 1. The name of this Association is the “Marion County Beekeepers Association.”
Section 2. Its object shall be to promote the general interests of the pursuit of bee culture.
ARTICLE II
Membership
Section I. The membership shall consist of beekeepers and others interested in beekeeping or allied activities.
ARTICLE III
Officers
Section 1. The officers of the Association shall be the President, Vice-President, Secretary-Treasurer or Secretary and Treasurer, and Chaplain.
Section 2. The President shall have general supervision of the affairs of the Association. He shall preside at all meetings of the Association and of the Executive Board. He shall appoint all necessary committees and shall be an ex-officio member of these committees.
Section 3. The Vice-President, in the absence or the disability of the President, shall perform the functions of the President.
Section 4. The Secretary shall attend and keep a full and correct record of all meetings of the Association. A hard copy of all minutes and other business documents shall be kept and available for review if needed. He/she shall conduct the correspondence of the Association under the direction of the President and shall give or cause to be given notice of all meetings. (Revised 23 May 2013)
Section 5. The Treasurer shall receive all moneys and deposit same to the credit of the Association in such depository as may be designated by the Executive Board. He/she shall pay bills when approved by the Executive Board. He/she shall submit at the regular meetings reports of the activities and of the financial status of the Association.
ARTICLE 1V
Executive Board
Section 1. The Executive Board shall consist of the President, Vice-President, Secretary, and Treasurer elected at the October meeting of the association. The newsletter editor by virtue of his/her position will be a member of the Executive Board. Also, 4 members from the general membership will be elected for 2 year terms as officers. They will serve on the Executive Board to help with planning and other business of the Association. (Revised 27 March 2008)
Section 2. The Executive Board shall meet quarterly or at the call of the President and shall have the power to transact all routine business of the Association. (Revised 27 March 2008) (Revised 23 May 2013)
ARTICLE V
Election of officers
Section 1. The President, Vice-President, Secretary, and Treasurer shall be elected at the October meeting and hold their offices for a two (2) year term or until their successors have been elected. (Revised 27 March 2008)
Section 2. At least three (3) months prior to the October meeting, the President will appoint a Nominating Committee who shall present their nominations at the October meeting. These, together with any nominations from the floor, will be voted upon. The candidates receiving the greatest number of votes for each office shall be declared duly elected and shall assume their duties at the close of the October meeting.
Section 3. When there is more than one (1) candidate for an office, the President shall appoint three (3) members to act as tellers who shall count the ballots and announce the result. When there is only one (1) candidate for an office, the Secretary shall cast the ballot upon approval of a motion to that effect.
Section 4. Vacancies shall be filled by appointment by the President, subject to the approval of the Executive Board.
Article VI
General
Section 1. A quorum at any regular meeting shall consist of the members present. A quorum of the Executive Board shall be not less than 3.
Section 2. Any amendment to this Constitution shall be presented in writing at any meeting and voted upon, section by section, at a subsequent meeting held not less than sixty days thereafter. All members shall be notified of the proposed amendments by email if they have email or by regular postal service if they do not have email. If any member is unable to attend the meeting when the vote occurs on the proposed changes to the constitution, he/she may send his/her vote by email or by postal service. The amendment to become effective must receive at least a two-thirds vote of the members present. (Revised 23 May 2013)
BYLAWS
Membership
Section 1. There shall be two (2) types of membership: annual membership or life membership. (Revised 10 January 2013)
DUES
Section 2. Membership dues are composed of two parts: 1) the amount that goes to MCBA and 2) the part that goes to the West Virginia Beekeepers Association for membership in WVBA. The Executive Board shall determine the annual dues for MCBA membership upon majority approval by the membership. (Revised 10 January 2013)
Members do not have to pay the dues for the West Virginia Beekeepers Association if they have paid for the WVBA dues through another association.
The dues for local life Membership will be ten times the annual membership dues at the time, provided that member is a lifetime member of WVBA. (Revised 10 January 2013)
Meetings
Section 3. The meetings of the Association shall be held at a date and place to be determined by the Executive Board.
Membership in WVBA
Section 4. Marion County Beekeepers Association will be a member of the West Virginia Beekeepers Association.
Amendments
Section 5. These Bylaws may be changed at any meeting by a majority vote provided such proposed changes are submitted by email to all members who have email addresses or by regular postal service to those without email addresses at least sixty days prior to the date when they are to be voted upon.
If any member is unable to attend the meeting when the vote occurs on the proposed changes to the bylaws, he/she may send his/her vote by email or by postal service. (Revised 10 January 2013)
